| Attorney-General will defend 400 civil suits and prosecute 1,700 criminal cases in 2026 |
 The Office of the Attorney-General and Ministry of Justice will, in 2026, defend about 400 civil suits as well as review 100 agreements and contracts.
It would also prosecute at least 1,700 criminal cases from an estimated 1,900 dockets expected from investigative bodies, Dr Cassiel Ato Forson, the Minister of Finance, said when he presented the 2026 Budget Statement and Economic Policy to Parliament. He said the Ministry monitored the implementation of its 2024 Annual Action Plan and assessed GIFMIS usage across regional offices. “These evaluations strengthened accountability, improved financial reporting and deepened compliance with public financial management laws,” he said. To safeguard the legal and financial interests of the State, Dr Forson said the Ministry represented government in 192 civil cases, winning several and avoiding costly judgment debts. It said 15 agreements and contracts, eight Memoranda of Understanding and 12 legal opinions were reviewed for MDAs and MMDAs, whilst 178 civil petitions and 183 legal requests were addressed. In all, 180 notices of intention were processed to mitigate potential liabilities to the State. “Mr Speaker, of the 810 petitions on criminal cases received, 630 were resolved, restoring public confidence in justice delivery,” the Minister of Finance said. On the international front, five Mutual Legal Assistance requests were handled, with four concluded, enhancing Ghana’s cooperation in fighting organised crime, money laundering, and terrorism. The Ministry received 2,001 prosecution dockets from investigative bodies and initiated 1,520 prosecutions nationwide, holding offenders accountable and strengthening public trust in the rule of law. It said 64 appeals were managed and 1,900 motions disposed of out of 2,205 received, helping to reduce case backlogs. “Mr Speaker, legal advice was provided on 150 criminal cases, improving investigative standards and avoiding wrongful prosecutions. Forty-six plea agreements were completed to fast-track trials and promote efficiency,” the finance minister said. The Ministry also advanced legislative reforms, facilitating the drafting of 257 legal instruments, including 25 substantive Acts, seven Legislative Instruments and 225 Executive Instruments. Dr Forson mentioned some ingoing Bills including the Anti-Torture Bill, Legal Profession Bill, Marriages (Amendment) Bill and Public Services Commission Bill. In partnership with other MDAs, the Ministry was also drafting legislation such as the Broadcasting Bill, Community Service Bill, Centre for Health Security Bill, Fisheries Bill, and Audit Service (Amendment) Bill to aid the policy implementation in those specific areas. |
